Director of Engineering and Capital Planning

A public sector organization is seeking a senior engineering leader to guide infrastructure planning, capital project delivery, asset oversight, and long-term development initiatives. Reporting to a senior administrative leader, this role will help shape investment priorities, support funding efforts, and provide direction to technical and operational teams. The successful candidate will lead the planning and delivery of multi-year capital programs, including project prioritization, procurement, contract administration, design review, and implementation. The role also includes preparing funding submissions, tracking grant requirements, and maintaining related reporting obligations. In addition, you will oversee operating and capital budgets, monitor spending and financial performance, and ensure projects are delivered in line with organizational goals. This position requires strong leadership in a municipal or public infrastructure environment, along with experience in asset management, regulatory compliance, and stakeholder engagement. You will be expected to support staff development, manage performance, and coordinate communication with elected officials, government bodies, and community partners. A degree in engineering is required, along with eligibility for professional registration. Candidates should have substantial experience in infrastructure leadership, capital project management, budgeting, and contract oversight. A valid driver’s licence is required, and project management certification or knowledge of local languages may be considered an asset.
